Functional SME - Senior
This is a Functional SME - Senior position supporting the Department of Homeland Security’s Cybersecurity and Infrastructure Security (CISA) within the Cybersecurity Division (CSD). CSD provides development, acquisition, deployment, operational, program management, industry partnership, and customer support to satisfy the Department’s mission in Improving Critical Infrastructure Cybersecurity. Specifically, CSD’s mission is to improve cybersecurity to federal departments, agencies, and industry partners by developing the technologies and establishing the services needed to fulfill CSD’s cybersecurity mission. To meet that mission need, CSD is organized into Program Management Offices (PMOs) to design, develop, deploy, and sustain cybersecurity capabilities.

Responsibilities:
The candidate will provide program management support to the government. The candidate will assist the development and implementation of policies, procedures, and programs; administration and oversight of contracts; budget analysis, preparation, monitoring, and reporting; administrative support through research, analysis, report writing, and recommendations; and other related work. The candidate will assist in work to identify the processes that need to be established for relevant work. Assist in the coordination of projects and day-to-day activities with the team.

In this Functional SME - Senior role, the candidate will conduct and lead organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants. The candidate will be able to lead and operate independently and with minimal supervision.
Requirements:
- TS or Secret Clearance (Active within last 18 months, investigated within the last 10 years) is required for consideration.
- Active Secret with DHS suitability preferred.
- Over 8 years of relevant experience.
- 5+ years of experience in customer service.
- 3+ years of experience gathering, organizing and analyzing information and data from multiple sources to provide analysis to leadership.
- Ability to contribute, develop, articulate, author and communicate thoughtful, well organized information, data and concepts in discussions, presentations, position papers, decision analysis and reports.
- Experience coordinating or leading cross-functional teams to achieve mission needs.
- Proficiency with the Microsoft Office Suite: Excel, Word, Project, PowerPoint and SharePoint.
- Strong organizational skills and attention to detail in order to develop accurate, high-quality deliverables in a changing environment.
- A curious self-starter that can operate and lead with moderate supervision.

Project Manager II/SME

Responsibilities:
General: The Candidate will assist the Government in the day-to-day coordination of mission support and office operations necessary to support JCDC including: office management activities, information technology support, training, emergency planning, files management, and administrative support. The candidate may have to provide support to the government Executive Secretariat (Exec Sec) function, including developing proposed responses for tasks, coordinating the draft responses with subject matter experts within TH, compiling the program response, and submitting the program response via the Exec Sec process. The candidate will advise and assist in the development of standardized office policies, processes, and procedures. The candidate will advise and assist in the development and implementation of processes to track all correspondence, deliverables, action items, and issues and ensure the timely and accurate execution of all task requests from outside JCDC. The candidate will provide subject matter expertise (SME) support for the development and maintenance of collaboration environments, to include but not limited to the government’s organizational Microsoft SharePoint environment, functionality, content management, and training. The candidate will provide SME support for training management, data tracking, and tracking of training related issues. The candidate will provide SME to support the government with the planning and development of senior level presentations and briefings.
Role Specific: The candidate will provide the government with office coordination support including but not limited to: office logistics planning, including space/facilities planning for offices and geographically dispersed CSD operation centers, emergency preparedness and new employee orientation.

This is a Program Control Specialist position supporting the Department of Homeland Security’s Cybersecurity Infrastructure Security Agency (CISA) Integrated Operations Division (IOD) Chief of Staff Office. IOD provides development, acquisition, operational deployment, human resources, program management, regional operations partnership, and customer support to satisfy the Department’s mission in Improving Critical Infrastructure Cybersecurity operations. Specifically, IOD’s mission is to improve cybersecurity operations to federal departments, agencies, and industry partners by developing the technologies and establishing the services needed to fulfill IOD cybersecurity mission.
Position is located in Arlington, VA. Remote work with 1 day a week in the office.

Journeyman Financial Analyst
Responsibilities:
- Maintain and track the status of funds
- Analyze contract expenditures, determine burn rates, etc.
- Access the Federal Financial Management System (FFMS) to pull reports/data to create Execution reports
- Help prepare weekly budget execution status of funds reports
- Help create, maintain, and distribute Lines of Accounting as requested
- Assist with stakeholder requests for information, data calls, taskers and other desires as needed

Basic Qualifications:

Records and Information Management (RIM) Analyst
Responsibilities:
- Assess, develop, implement, and validate a records and information management (RIM) program for the Office of the Under Secretary of Defense for Comptroller (OUSD(C)), complete with plans, policies, procedures, and customer assistance
- Support the management of OUSD(C)’s records and information content throughout its life-cycle – from creation to authorized disposal of temporary content and archiving/transferring permanent content to the National Archives in accordance with 44 U.S.C. Chapter 31 and 33, 36 CFR Parts 1220-1239, 41 CFR Part 102-193, OMB/NARA M-19-21 Directive Transition to Electronic Records, DoDI 5015.02 DoD Records Management Program, Administrative Instruction 15 (AI-15) Office of the Secretary of Defense (OSD) Records and Information Management Program, the OSD RIM Procedural Resource and Instructional Manual (PRIMER), and the OSD Records Disposition Schedules (RDS)
- Support includes:
- Providing ad hoc customer assistance to ensure onboarding personnel and records liaisons understand key concepts and requirements outlined in RIM training and Standard Operating Procedures (SOPs)
- Preparing and delivering RIM briefings to OUSD(C) users, managers, action officers, senior leadership, and contractors

Responsibilities:
- Analyze unclassified and classified documents to determine the appropriate action and release procedures needed in accordance with the Freedom of Information Act (5 USC § 552), Privacy Act (5 USC § 552(a)), E.O. 13526, and applicable sections of the CFR and DoD Manuals and Instructions
- Interpret regulations, agency enforcement codes, and organizational policies regarding release of agency documents upon receipt of an appellate request
- Ensure released materials does not contain personal identifiers or directly or indirectly reveal trade secrets and other information exempted under the applicable statutes
- Propose, redactions for both internal components and final external release to the requestor
- Coordinate with internal USCENTCOM offices and Subject Matter Experts on conducting searches and initial reviews for responsive documents

Image Capture Specialist Defense POW/MIA Accounting Agency (DPAA)
Responsibilities:
- Maintain office records, in paper and electronic format, including, but not limited to gathering, organizing, processing and indexing
- Access to records may require the individual to move boxes with a weight up to 25lbs
- Create log sheets, reports and production summaries for scanning work performed
- Perform frequent data entry assignments as well as other general administrative office functions

Directives Division Administrator
Overview:
The Administrative Management Analyst supports the WHS/ESD Directives Division’s Administrative & Management Team. The Directives Division administers and operates the Department of Defense (DoD) Issuances Program, the DoD Information Collections Program, and the DoD Forms Management Program for the Office of the Secretary of Defense. The Administrative & Management Team supports each of these programs by administering records management and processing software, managing the DoD Issuances website and Division organizational email box, developing reporting requirements, evaluating, prioritizing, and overseeing long-term and short-term projects, routing and acting on requests and actions, and identifying gaps and implementing solutions to meet mission goals
Responsibilities:
- Administer the DoD Issuances Portal, a SharePoint based system, HP Records Management System and CATMS.
- Coordinate with ESD Directives staff and OSD Issuances Focal points regarding programmatic and user requirements in the processing and coordination of DoD issuances
- Monitor the Directives Division email inbox and answer emails from internal and external customers.
- Conduct daily/weekly/monthly/annual scheduled and ad hoc reports for Division and Directorate leadership.
- Provide and maintain bi-annual HPERM vs Website accuracy report.
- Analyze issues for leadership; identify gaps; develop and implement solutions to meet mission goals
- Develop reporting requirements, reports, and tools as requested to provide leadership with consistent and accurate program and workload metrics/measures.
- Evaluate, prioritize, and oversee long-term and short-term projects
- Maintain standard operating procedures to document role, processes, programs, systems, etc.
- Serve as a backup for the Division Webmaster. This would include maintaining several websites owned by DoD/WHS/ESD/Directives Division on multiple network levels (e.g., NIPR, SIPR)
- Conduct all processes associated with updating the Directives Division owned websites with the most current content, and ensure all links are working and routed to the correct content
- Update websites to ensure that record copies of all DoD Issuances and forms contain the required historical information to comply with records management requirements of the DoD and the National Archives and Records Administration (NARA)
- Manage the webmaster organizational email box.
Qualifications and Requirements:
- Bachelor’s Degree in History or related field or equivalent combination of education and/or experience
- Ability to communicate effectively – both orally and in writing
- Excellent customer service skills to adequately handle the needs of government program managers and their SMEs

Declassification Analyst
Responsibilities:
- Conduct initial declassification reviews in support of Government agency
- Analyze unclassified and classified documents to determine the appropriate action needed in accordance with E.O. 13526
- Demonstrate understanding of document markings
- Utilize analytical skills to make determinations on documents for release, referral to other agencies, and exemption from automatic declassification
- Recognize possible nuclear weapons and intelligence information
- Properly handle boxes and documents (boxes can weigh between 15-25 lbs.) and ensure integrity of each and every box remains intact
Qualifications and Requirements:
- Bachelor’s Degree in related field; or
- Military experience; or
- Minimum of two years of experience and knowledge relating to Declassification and E.O. 13526
- Active DoD Top Secret Clearance
- Ability to communicate effectively – both orally and in writing
